Wow! Great observation yet again.

The other side is that the government of the third world nations are complacent in all ramifications.

Jobs are not provided. 2nd hand business has become the sustaining grace of many families.

They are not diligent to protect their environment. The truth is that there is no legislation to do so.

In rare cases, where they do, enforcement is lacking.

The people can only adapt to what they can find. It's a vicious circle.
